Citizens’ Association “The Path of Justice” Banja Luka addressed an official letter to the OSCE Mission to Bosnia and Herzegovina

The Association of Citizens “The Path of Justice” Banja Luka, founded by human rights activists “Justice for David” addressed an official letter to the OSCE Mission to Bosnia and Herzegovina, Head Kathleen Kavalec and the Head of the Rule of Law Department regarding the participation of Prosecutor Dalibor Vrećo on the Webinar “Hate crimes and the crime of public incitement and incitement to violence and hatred (hate speech): effective investigation and prosecution.”

The webinar “Hate Crimes and the Crime of Public Incitement and Incitement to Violence and Hate (Hate Speech: Effective Investigation and Prosecution”) was held on September the 30th 2020, organized by the Center for Education of Judges and Public Prosecutors in Republika Srpska and the OSCE Mission. in Bosnia and Herzegovina. At the mentioned Webinar, a lecture was held on the topic “Hate crimes and the crime of public incitement to hatred, the legislative framework in the Republic of Srpska, substantive law” by the Prosecutor of the District Public Prosecutor’s Office Dalibor Vrećo.

Vreco is the acting prosecutor in the case of the murder of David Dragičević, and he has not initiated an investigation for more than two and a half years. The current acting Prosecutor, Dalibor Vrećo, is allegedly leading the “Dragičević” case and at the same time conducting an investigation against the inspector of the Ministry of the Interior, Siniša Kojdić, who is charged with destroying key evidence in the investigation, David’s underwear. Milkica Marjanac and Zoran Bošnjak, crime technicians of the Ministry of the Interior, filed a lawsuit against the inspector of the Ministry of the Interior, Siniša Kojdić, and in the lawsuit they testify that Kojdić took the underwear of the murdered David and destroyed it. In addition, there is direct evidence that Kojdic falsified documents in order to cover up his crime. This was one of the key pieces of evidence to establish how David was killed.

Why underwear? During a strangulation murder, fluid is excreted from the body, and the underwear is direct evidence that David was killed. The current acting Prosecutor, Dalibor Vrećo, allegedly conducted an investigation against the inspector of the Ministry of the Interior, Siniša Kojdić, which he suspended and sent a letter to David’s mother, Suzana Radanović, about not conducting the investigation. A letter sent to Austria, where David’s mother, Suzana, lives, informs that the investigation against the inspector of the Ministry of the Interior, Siniša Kojdić, has been suspended, informing Suzana that she can appeal the decision within 8 days. On November the 16th 2020, Dalibor Vrećo also sent a letter to Ifet Feraget, the lawyer of the Dragičević family, informing him that he had issued an Order not to conduct an investigation against the inspector of the Ministry of the Interior, Siniša Kojdić.

Dalibor Vrećo stated that “there are no grounds for suspicion that the inspector of the Ministry of Internal Affairs, Siniša Kojdić, committed a criminal offense”. A case has never been formed on the lawsuit of Milkica Marjanac and Zoran Bošnjak, the crime technician of the Ministry of Internal Affairs, against the inspector of the Ministry of Internal Affairs, Siniša Kojdić. 

How can the disputing acting Prosecutor Dalibor Vrećo lead two trials that are in conflict of interest !? How is it possible that Dalibor Vrećo does not initiate an investigation after two and a half years ?!

The lack of reaction of the OSCE, which does not react to the factual situation and with its extremely significant reputation does not affect this situation in the judicial institutions, is astonishing.

Vreća’s obstruction of the investigation into the murder of David Dragičević in the past has caused the most brutal forms of the crime of public incitement and incitement to violence and hatred (hate speech) against the victim of aggravated murder, his family and all those who advocated for this crime. bringing killers and helpers to justice, prosecuting and imprisoning them.

The Association of Citizens “The Path of Justice” Banja Luka, founded by human rights activists “Justice for David” addressed the OSCE Mission to Bosnia and Herzegovina with a request to answer previously asked questions, provide an explanation of the described phenomena and suggest further steps to enabled the launch of an investigation into the murder of David Dragičević and the punishment of criminals? Please respond to us and we expect you to respond to us and other citizens of Bosnia and Herzegovina. With this letter, we express our dissatisfaction with the work of the OSCE as well as the international community whose mission in Bosnia and Herzegovina is nurtured through the rule of law, and in the case of the murder of David Dragičević, the basic human right to life has been violated. The appearance of the first, long-lasting, non-political protests “Justice for David” other rights were also violated as the rights to assembly and association, as well as the right to freedom of expression.
